* District of Columbia: The State Department reports about 255,000 passports a year for D.C., more than one for every three residents, several times any state’s rate. It doesn’t explain how passports are assigned to states. D.C.’s figure likely includes applications handled there for people who live elsewhere, for example at Washington’s passport facilities. We show D.C.’s figures, but leave it out of per-resident rankings. Click any heading to sort. Each state name links to its state page.
The expiration wave
The passport expiration wave: 21 million passports reach 10 years
In fiscal 2017, the U.S. Department of State issued 21.4 million passports, a record at the time. Adult passports are valid for 10 years, which means the adult passports from that surge reach their expiration dates between October 2026 and September 2027, the fiscal year that has just begun. Fiscal 2018’s 21.1 million follow a year later.
For travelers, the practical point is simple: if you got your passport in 2016 or 2017, check its expiration date now. Many countries require six months of validity left when you arrive, so a passport that expires in mid-2027 can already be too short for a trip in early 2027.
Key findings
- About 18.1 million of fiscal 2017’s passports are estimated to have gone to residents of the 50 states and D.C. The rest went to residents of U.S. territories and Americans abroad.
- The largest waves: California (about 2.78 million), Texas (1.55 million), New York (1.39 million), Florida (1.26 million) and Illinois (0.73 million).
- The most per resident: Massachusetts (about 7.1 per 100 residents), California (7.1), New Jersey (7.0), New York (6.9) and Hawaii (6.6).
- Washington ranks 10th per resident, with about 484,000 passports, or 6.0 per 100 residents.

Estimated columns are estimates (see How we estimated it, below); the fiscal 2019 and 2025 columns are official, and fiscal 2019 is the basis for the estimates. Click any heading to sort.
How we estimated it
National totals are official. The State Department publishes the number of passports issued each fiscal year (October 1 to September 30).
State figures for fiscal 2016 to 2018 are estimates. The State Department doesn’t publish passports issued by state for those years. We applied each state’s share of passports in fiscal 2019, the closest year with official state figures, to each year’s national total, after first removing the portion issued to residents of U.S. territories and Americans abroad (about 15% of the national total in fiscal 2019). States whose share changed between 2017 and 2019 will be slightly over- or under-estimated.
The totals include passport cards and children’s passports. Children’s passports are valid for 5 years, so those issued in fiscal 2017 already expired around 2022. The figures therefore show the size of the 2017 wave, not an exact count of adult passports expiring.
District of Columbia: D.C.’s official counts appear to include many applications from non-residents, so its per-resident figure isn’t comparable. D.C. is shown in the table but left out of the per-resident ranking, as in the main report.

What this means for renewals
- Renewal demand rises as the wave arrives, on top of the usual spring and summer travel peak.
- Renew early: at least six to nine months before your passport expires, and before booking international travel.

Visa-free destinations
Where your U.S. passport takes you without a visa
Americans can visit 141 of 210 destinations without a visa, about two in three, based on the State Department’s official entry information for U.S. citizens as of October 2026. For 132 of them, a valid passport is all you need for a short tourist trip. 9 more don’t require a visa, but do require an online authorization before you travel, a fast-growing requirement led by the UK’s ETA.
Key findings
- 141 destinations are visa-free for American tourists: 132 with a passport alone, and 9 with an online authorization first.
- 68 require a visa, whether an e-visa, a visa on arrival, or a visa from an embassy or consulate in advance.
- Europe and the Americas are almost entirely visa-free: 98% of European destinations (only Russia requires a visa) and 97% of North America and the Caribbean (only Cuba).
- Africa and Asia are where Americans need visas most: only 30% of African destinations and 50% of Asian destinations are visa-free.
- Online authorizations are spreading: the UK, Australia, New Zealand, Israel, Kenya, Sri Lanka and the Seychelles now require one, plus pre-registration in Cabo Verde and an online entry fee in Suriname. Europe’s ETIAS will add about 30 more once it starts; it has no start date yet.
- Popular visa-free destinations still have forms: Japan, Aruba, the Dominican Republic, Colombia, Thailand, Jamaica, Mexico and Malaysia all use online arrival forms. See our Travel forms guides.

How much of each region Americans can visit without a visa
Before you go
- Visa-free doesn’t mean document-free. You still need a passport valid long enough for your destination, often 6 months, sometimes 3 months beyond departure: Passport validity checker →
- Rules change often. In the past two years, Brazil reintroduced visas for Americans, the UK made its ETA mandatory, and Thailand moved to shorten its visa-free stay.
- Check every destination in our visa hub’s A to Z table, each with a link to the State Department’s official page.
How we classified destinations
“No visa needed”: U.S. citizens can enter for a short tourist visit with a valid passport and no visa or pre-approval. Destinations that only require an arrival form are included here.
“Online authorization required”: no visa, but an approval must be obtained online before travel (for example the UK ETA, Australia’s ETA or New Zealand’s NZeTA).
“Visa required”: a visa is needed, including e-visas and visas issued on arrival.
Short tourist visits only. Some destinations that are visa-free for tourism require visas for business, work or longer stays (for example Peru, Kazakhstan and Uzbekistan).
A snapshot: based on the State Department’s country information as of October 27, 2026. Entry rules change, so always check the official page before you travel.

Where these numbers come from
- Passports issued
- U.S. Department of State, Reports and Statistics, "Passport Issuance by State or Territory by Fiscal Year (2021–2025)" (page last updated October 17, 2025). Fiscal years run October 1 to September 30. Counts include passport books and cards, so one person can hold two; the figures measure passports issued, not people.
- Population
- U.S. Census Bureau, state population estimates for July 1, 2025 (NST-EST2025-ALLDATA). Passports per 100 residents = FY2025 passports ÷ 2025 population × 100.
- Distance to the nearest agency
- Straight-line miles from each state's 2020 Census center of population to the nearest of the 26 public passport agencies and centers on the State Department's appointment list (checked October 2026). Road distances are longer.
- Birth certificate fees
- Allstate research of each state's vital records office, October 2026; state office fee for the first certified copy, with local differences noted.
- District of Columbia
- The State Department reports about 255,000 passports a year for D.C., more than one for every three residents, several times any state’s rate. It doesn’t explain how passports are assigned to states. D.C.’s figure likely includes applications handled there for people who live elsewhere, for example at Washington’s passport facilities. We show D.C.’s figures, but leave it out of per-resident rankings.
- Visa-free destinations
- Each destination’s entry requirements for U.S. citizens from the U.S. Department of State’s country information (its official data service, checked October 27, 2026), classified for short tourist visits; the same 210 destinations as our visa hub, including territories such as Aruba, Bermuda and Hong Kong.
- Territories
- Puerto Rico, Guam and others are in the State Department table but not ranked.
